You may contact your respective State BON and ask them directly regarding your case.
If you didn't take the NLE last June '06 there should be no issue at all and you can apply w/o a license and would just have to explain why you don't have one.
However, if you took it and did not passed there
might be an issue and since each State BON has it's own requirements and policies the best way would ask your respective State BON about your case.
The decision of the Court of Appeals already came out and this
might
affect any pending decisions each State BON has or
may change their current policy.
And who knows you might also be one of those (1,+++ graduates) who originally passed but were relegated to a "fail" after the "unusual" re-computation of the PRC. These students will now be re-instated and allowed to take the oath according to the Court of Appeals.
The PRC Chairperson said that they will publish (here we go again) the names of those who will re-take and those who they "failed" but originally passed prior to the re-computation (they are now regarded as to have truly passed).
