still how long to wait....

I applied for CES health care profession and science course by course report on end of March 2006. My application status is 'Ready for Review' since June 08,2006. Untill today(september19,2006) I haven't got my certificate,why?
Is this normal?
Does anybody has the same experience?? pls enlighten me.

CGFNS had my documents "ready for review" all the way until they sent the certificate 5 months later. I would call and ask for a supervisor to get it started.
