Who do i put as my score recipient for my TOEFL-IBT Score Report? Im currently working on my TOEFL and my application for CES and NCLEX in NJ. So who do i put as my score recipient? Is it the NJ BOn or the CGFNS who will work on my CES?

You are not able to apply for the NCLEX exam, but for licensure as an RN. You can list two recipients, you can just list both.

You will need the results for the Visa Screen Certificate as well.
