I want to ask about the retrogression issue.
If for example I have signed a contract in one agency for the immigrant visa processing, then I wish to apply for the H1 C visa in another agency, would it affect my contract? Nobody know when the retrogression will be lifted. And so, we can't just wait for it to be lifted. Will there be any problems also if I apply in another country, sign a contract and work there till my papers will be processed after the retrogression? Will I be liable legally if I'll do that? Thank you very much.

Very big issue. What happens when the retrogression is lifted and you are expected to leave for the US, but are under another contract? It will cost you a large sum of money in most cases. Suggest that you take a very close look at the cancellation clauses of the contract that you signed.

Is the retrogression only for schedule A occupations or for all applying for immigrants only?

There is no Schedule A, it was removed even from the Visa Bulletins. The retrogression that we are speaking about is for the green card for registered nurses.
