My employer is requiring me to take and pass the NCLEX before deployment. They want to make sure that I'll be able to work right away upon arrival in NY. I already told them that it will be more practical to just deploy me and then take the NCLEX in NY. What's the cost of sending me to Saipan? around $500-$600? They're just gonna add a couple of hunded dollars more and it's already my plane ticket to the US, right? I really don't know what they're thinking right now.
My philippine agency on the other hand is asking that I surrender the visa to them. I've been asking them why and up to now they have not replied yet. I think they're going to hold my visa to make sure that am not a flight risk.

Are they really allowed to hold on to the visa? I'm really disappointed with my agency right now. I got no support from them
before, during and after the interview.
