The base the requirement on where you attended nursing school, not where you are a citizen of now or currently residing.

There are actually a large number of those from the Philippines that cannot make it thru the speaking section of the IELTS or the iBT on first or even second try.

There are several threads about this on the Philippine Forum. Even to work in the US, if you trained in the Philippines, you need the language requirements.

You are still considered a Philippine-trained nurse, and having the UK passport now does not make any difference. But 100% on where you trained, and that alone is the issue. Even an American-trained RN needs to pass the English exams to work in the UK, so that they do not show preference to anyone.
