No visa fee bill yet

Hi!
Regarding the DS 230, my case ( F I-140 ) was approved 10 m0nths ago, and until now, I still have not recieved my DS 230 forms and also, until now, I still have not recieved the visa fee bill ( the agency told us, applicants that we are the ones who will pay the visa fee, that was made clear to us ). As per NVC policy, in terms of weeks or months, when should/must an applicant recieve the DS 230 forms? If it was delayed, what must have caused its delay?

The US is under a retrogression, and once you get approval of the I-140, then you are directly affected by that. The retrogression is what is causing your delay.

Please take the time to do some reading on this forum for information that your agency has never shared with you.
