Very hard to get work visa for the US. H1b is a bit of a lottery and visas usually go in hours and can only be applied certain times of the year. You have to answer questions truthfully when asked by immigration, very hard to get tourist visa especially now that you can sit NCLEX in the Philippines. If the plan is to go to the US and look for work then go home you shouldn't have any problems but if the plan is to go to the US and change status then you will not find it possible at the moment. I personally think the better option is to do the process at home and go through the CP.
