saipan is not a state just a u.s. territory, endorsing a license from ca to saipan maybe easy but i'm not sure the other way around.

I took the NCLEX for Commonwealth of Northern Mariana Islands (Saipan) and Im on the process of endorsing my license for Florida, guess its just the same for Calif.
Just check the website of California on the requirements and how to process the endorsement but definitely (CNMI) Saipan will endorse your license to Calif.

The NCLEX exam is what is being used for testing and it is accepted in all fifty states. As long as the educational requirements are met, then there is no issue with endorsing. Never had been in the past, and never expect theire to be.

Not any different if it was from Guam either.
