Could someone please explain why if ICP increases one would have a low pulse and hypertensive? It seems it should be the other way around (high pulse, at least).

Basically as MAP is driven up (in an attempt to overcome ICP), the baroreceptors in the carotids sense the high BP and reflexively drop the rate.

Look for information about Cushing's triad or the Cushing reflex for more detailed explanations.
