Question TEAM NSG. to PRIMARY NSG. transition

Hi everyone,
We are in the process of changing from a Team Nursing model to a Primary Care Nursing model on a 21 bed MED/SURG floor with both adult and pediatric patient population. The transition has been left up to the new Nurse Manager. The floor typically sees multiple admissions, discharges and transfers daily.
Recently we began the 7-3 shift with 9 patients. We discharged 6 patients and admitted 17 patients in the next 12 hours. Not out of the norm for this very busy floor.
Our problem is , after years of staffing for Team Nursing we are having a very difficult time learning to staff for Primary Care Nursing where the patient flow/census is so dynamic.
Any input would be appreciated.
