Rural Nurses Unite! How do you stay afloat?

How do you cut costs to stay afloat?
We have a small ER, Acute/Telemetry with 11 beds, a SNF with about 22 beds, and a Clinic.
Our community is sharply divided on whether our hospital is necessary. Of course, those people we have saved are for it, and the others think they'll never need it. Plus, some are very small-minded and only remember the hospital care level as it was 10 years ago. We provide the "golden hour" that would otherwise be lost, along with lives.
What are your tricks to survival and keeping up the faith?
