Army Nursing-Waiting List for Guaranteed ICU Course

Just wanted to get some clarification on the ICU course in the Army. It has been brought to my attention that there is a waiting list for nurses to attend the Critical Care ICU course. IS this true? How long does it take for you to attend the class? When do you apply for it? Is it when you have a year in? Please advise.
