Getting Contracts For A Permanent Staffing Agency

I've started a new type of PERMAnent staffing agency. I need to know who I need to contanct in HR to place contracts. I have research that for permanet staffing in industry placement fee is 33%, I plan on offeing my service for much less and in an innovative way. I haev my contracts formed, and I just need to know "WHO" I need to pitch things to to get the ball rolling. Also, has anyone ever helped a recruit relocate?
