Telephone triage for soldiers

I am wondering if anyone has any telephone triage guidelines for soldiers. We live near Fort McCoy in Wisconsin. I just discovered that calling our nurse advisor line is built into their guidelines when their health service is closed. After triaging 6 soldiers, I discovered that I would like a better method for doing multiple triages quickly. Also, most of the soldiers have had recent immunizations including Anthrax, Smallpox and Hepatitis vaccines. They also do not have thermometers. I went with chills being a fever, got some information off the CDC website re the various unusual vaccinations. However, the information doesn't give a time span for symptoms to be present. (How long would chills be expected?) I ended up sending everyone in within 24 hours per the standard triage guidelines. What have you found is helpful to deal with multiple triages? Does anyone have any experience with the military health system? Any other ideas in determining if something is an immunization side effect vs a bacterial infection?..esp. for Anthrax or Small pox?
