Question patient right to know and communicable disease

I work in a residential psych facility and one of our residents was diagnosed as being a Hep B carriar. The facility had no clear policy in place only to use universal precautions. the resident in question is sixteen years old and a ward of the state. Does that kid have the right to know what he has?
