Best place to start off to be a PHN!

Hello! I'm a new LPN graduate with plans of getting my RN & BSN. I've always wanted to work in community health/public health. I am applying for jobs and don't know what would be the best for me to start off. What would work out better for me, med surg or working for the county that I live in such as department of behavorial health, community health or child/family services.(they are hiring LVNS!) I don't know why I feel that if I dont work in a hospital then I'll be losing out. But I really dreaded med-surg the most out of all my rotations. ??? Any info would be so much help to me! THank you so much, have a great evening!

btw, half of my instructors at school told me to go to med-surg, half told me to try and get into the specialty that I want!!!
