pediatric hospital admissions

i work in a small 13 bed pediatric unit. we are staffed with one rn and one lpn. during the busy fall - spring months our floor gets several admissions at a time. my concern and questions is related to admissions coming directly from the pediatricians office. at times we have had up to 5 admissions that arrive at the same time. these situations as you can imagine can become very unsafe for pt and staff. does anyone know of any rules or regulations concerning this issue. i would really appreciate your input in helping us develope a policy for our unit.

thanks!!!
