Unhappy Lack of motivation

This question is for all you critical care nurses- how would you suggest an educator go about meeting your needs? I have been asked by my boss to assess the clinical and educational needs of the nursing staff and try and bring up levels of expertise. But they seem very unmotivated; tell me they want things then don't make an effort to attend and seem to be in a rut. I really can't do any more and am not a "cheerleader". The need is there just not the desire I'm afraid.

What ever the subject it must be interactive and fun involved.
I tought organ recovery and family approach training. Believe me it must be interactive even silly to have spark. Hook them first them get them involved.
maybe small groups so compitition can insue.
Perhaps personal touch like a return visitor from a critical case that was a great outcome rewarding the staff seeing the fruits of their expertice.
