PICC Line Reimbursement

We have some experienced PICC nurses all working together at a new small hospital and want to get a PICC program started. We are having difficulty getting administration on board. We want to offer these services to the local community, home heatlh and nursing homes. Can anyone tell me how the billing works and the reimbursement for an outpatient visit for picc insertion, picc exchange, declotting the picc, etc? They feel we cannot make any profit doing this. Please help.
