Two private companies you can try are PICC Exellence Inc. and Hadaway and Associates. Both offer either on-line courses or DVDs. Both Nancy Moureau and Lynn Hadaway have published many articles, studies on PICCs. Just google and you'll get their sites.
The company you buy/will buy the PICCs from should have a teaching resource for you, either provide someone to assist at your facility for a couple of days, with insertions or provide somewhere for you to go. Same goes for the company you will purchase your ultrasound from.
