Sounds like you will be blocked out. This also happened with University of MD's program. You should probably email the director of the programt to find out why they have suspended their program.
It's probably because of lack of interest. I don't think NYU is particurly known for their midwifery program.
I wouldn't panic. If you plan to stay in NYC, you still have two to three more options. Columbia University, SUNY Downstate and Frontier (well known long distance program)
