Hospice On Call Question

At my Hospice we have 2 on call nurses that work M-F 4:30pm-8am. The rest of us cover the weekend call and occasionally during the week when the on call nurses are off or sick. I'm pretty new and found out that we're on call not only for Hospice but for regular home care, too. Meanwhile there are regular home care nurses on call but we get called instead of them. They take their own call on weekends. Tell me this makes any kind of sense!! Is it this way for anyone else?
