Connecting with existing provider

Need some advice, please. I am associated with a Home Health Agency, hospital based in rural Kansas. We would like to start up a Hospice in our area, but are wondering if instead of opening our own, we could operate under another provider's license. Is this a feasability, and how would be go about doing this? If not, what does it take to start up a hospice? Thanks for any advice.
