I am moving this to the Philippine Forum as it is specific to you getting a visa to test in Saipan.

You more than likely will be able to get a slot in HK and save yourself considerable amount of money.

Please research the threads that are already posted there on this same topic, getting the VEP. There are quite a few of them posted.
