OK I am going to sound like a complete moron but...

I know bascially what a PDA is. But I do have a questions do I need cellphone service to get a PDA? I am trying to cut down on bills and I am trying to figure out if I need to keep me cell?

It depends on what kind of PDA you use, and what functions you will need/want to use on your pda. Many of the reference programs just need to be hot synced with your computer, may have a one time cost, or no cost (freeware), and don't require telephone service (while using the pda). I've been using my pda for 2 years and haven't needed or wanted phone service on it. There are plenty of models without telephone service built in, but can be added in later.

If you think you will need to access the web, or connect with services via Wi-Fi and bluetooth, you could probably check with your cell phone provider to upgrade to a smartphone (combination pda/phone). This way you're not juggling several gadgets. Check the threads about Wi-Fi, and Bluetooth.

Search through the other threads - there are plenty of descriptions about the different models including some pros and cons.

No, you do not need cellphone service to have a PDA. If you have internet service on your cellphone, you can use a PDA with Bluetooth to access the internet service for your cellphone (or through your computer, but remember that whatever device you go through can't be more than 100 meters away for Bluetooth). If you don't have cellphone internet service or don't want to access your computer's internet service you may use Wi-Fi. A PDA may come with Wi-Fi or you may purchase a Wi-Fi card to put in the PDA's card slot (if it has one). Or you can be like me and not use either! I just use my PDA as an electronic reference desk 'cause I just don't want to carry around a drug book or a dictionary.
