There is never anyone in the chat room when I feel like chatting. How about announcing a topic and inviting people to chat on that topic at a certain time on a certain day?

Just post a message in general discussion or student area that you are online to chat....keep chat up for 15-2o minutes and people usually head in....busiest time is often 6-9AM EST; 10Pm to 1AM EST
