Some CC ADN schools are lotteries, while some are waitlists. In that case so long as a student is eligible and meets minimum requirements, (which vary somewhat school to school) you can get on the list and wait your turn. I don't know if there are any public (CC) ADN programs that are merit based. I think there are a few, but they usually also have resident requirements. Ideally, you get on a list ASAP and apply to lotteries and any other schools you can afford, and then apply to CSUs, as well. I got on waitlists as soon, applied for lotteries as I could then finished prereqs for CSU while waiting. That way I knew something would happen one way or another. Its all so complicated, that without networking it is easy to fall through the cracks! I learned more from other wanna-be nursing students than any counselors.
