Question - Grading Percentiles?

This might be a silly question but I recently took the PSB - PN exam and am a bit confused with the percentile grading. If my school is requiring applicants to be in the 40th percentile rank, does that mean I must do better than 40% or better than 60% of the national average?

Does anyone know what the average national raw score was for this exam?
