would like to ask what state(s) in the US issue license card even without the SSN?

I got my license card from Vermont. I don't have a SSN but the license has a short active period & you have to keep it updated at $95 a go.

You can't actually practice without your SSN number though, that will come once all your immigration stuff etc etc etc is sorted.
