Need Help ... Step by Step Process in Applying for NCLEX

Hello all! Maybe you can all help me out here. A friend of mine asked how to go about applying for the NCLEX. I'm not of much use since the agency did everything on my behalf. I just went and took the exam.

Can you give me a link or better yet enumerate how to go through it step by step? (California was his chosen state and he wants to take the NCLEX here in London) Thanks a whole lot!
