My plan A is to cancel my NCLEX California and apply to other state like Vermont so I will have to follow my passport signature. Will the Board of Nursing in California forfeit or delete my name in my NCLEX application to their state? My plan B is to really have to process a new passport. but having to change a new pasport is really hard..there's a lot of processing to make. Both of them are just so complicated...what should I do? please help me..i feel so hopeless...

Lets start at the beginning. You applied to CA for licensure as an RN. You did not submit any application to them for the NCLEX exam, as there is not one to complete. In order to get the ATT, you need to register with Pearosn-Vue and pay the fee to them. Have you actually done that? If you have done that, then suggest that you stick with that. That is who is going to be checking over the signatures. Not CA BRN, they are not at the exam when you take it.
There is no NCLEX application, and the NCLEX exam is only the final step in the licensing process. Makes no sense to try to change it now.
How is your signature different? Can you be specific as to what format that you used?
