You don't "run out of time." The NCLEX automatically stops when it thinks you have answered enough questions correctly (or incorrectly).

i ran out of time on my 2nd attempt. the third time is a charm! i stopped at 180 questions and i passed! yohoooo!

You can run out of time. I think you have 6 hours to sit the exam. Even then if you think about it the centers are not open 24 hours a day. Some people do take their time and run out of time, if that is the case it reviews I believe the last 60 questions and determine a pass or fail
