I think you're asking a very broad question that could encompass SO many things. . .I think it's unrealistic to expect other posters to hand over their entire knowledge of ER policies and protocols. Maybe if you could narrow down your question a little more, others might be able to better give you a point at which to start your research.

Are you a nurse or a student? Is this for a project?
If you are a student, you need to research the internet, and if you are working, you need to get that from your hospital.

Policy and Procedures books in the ER run several volumes and several hundred/thousand pages long. The usually take years to develop. They also generally require committees of people to develop them over time and review/approval by several departments before acceptance.
