30 : 1 where did it come from?

Just wondering if anyone knows why colleges compensate clinical hours at 30 clock hours to 1 credit hour. Instructors of auto repair, welding, etc are calculated at 24 to 1. This must have happened back in the 60's when nursing education moved from hospitals to colleges. It seems a little anachronistic now that women are supposed to be equal to men. Any thoughts?
