Flexible Schedule

Hello, I am an RN who is currently working in the facility which has contract with NYSNA. It looks like everyone in the city has flexible schedule but me. We are the only UNIT in our hospital and in the city who still maintains 8 hour shift. About 87% nurses in my unit really want the flex so badly. The manager said it needs to be reached to 90% to switch it. I am not sure if the union requires it so, but that's what I heard. The people who initiated the voting last year got jeopardized for their actions by experienced nurses who don't want the flex schedule. It's really nasty and very unprofessional. (Don't want to expose too much detail)

This year, we have been discussing this a lot but nobody wants to initiate this again unless there is a guarantee for change.
To me, 90% is unacceptable even though the union requires to do it so.
Also, getting penalized for different opinion is unacceptable.

What do you guys think?
