Applying for GN job in another state

I graduate in May 2009 from an ADN program in Philadelphia. I plan to move to Atlanta immediately after graduation.
How do I go about applying in another state so far away so I have a job lined up upon graduation? When should I start applying?
Will the face that I was not able to extern this summer because of summer classes affect my job prospects? I work for a home health agency as a HHA. This is the only experience i have.
What is the salary/ hourly rate in Atlanta for new graduate nurses?
