What do you mean by "best"? That is not a question that makes sense to me -- it would be "comparing apples and oranges." Medicine and nursing are entirely different disciplines; both the physician and nurse are vitally necessary members of the healthcare team. We work together, and each needs the other to accomplish the goal of treating the client. It's not a matter of which is the "best person."

To me, your question is like asking, "Which part of a car is the best, the transmission or the radiator?" Both parts are equally necessary for the car to run!

And using the example of the transmission and radiator, you can try running without either one for a while, but you won't get very far.
