Stipend or not to stipend, that is the question...

Hi, guys. I keep hearing of the "stipend" that nurses get from agencies. I heard from one nurse that she only get about $200 taxed per shift and the rest is not. Is this legal when doing local per diem assignments? This agency is willing to give me $10 stipend allowance an hour. Should I take stipend or not? If it is a legal way to pay less taxes I'd take it in a heartbeat but if it's illegal, I don't want to. Do any of you know for sure??? Thanks in advance for any input.
