good agencies

I am moving to the fort worth area soon and wanted to know which agencies to possibly apply to. I talked with protouch and a few other out of town nursing agencies that staff in the fort worth area but am pretty skeptical. One was offering a $1500 tax free housing allowance even though I lived in the area I would be working at? Is this allowed
