Agency Nurses in Illinois

I am starting a nurse staffing agency and I am looking into recruiting nurses from overseas(specifically India). Does anyone know what are the requirments for foreign nurses to be able to work in IL are? What are the all the test that need to be written and passed? Does anyone have experience in doing this?
