I know that many inmates NEED inhalers but they make shanks, bombs etc. I guess its damned if you do and damned if you dont. Inmates always come up and say "I lost my inhaler" and we arent suppose to give them another one until they return the empty one.

What do you do?

We have the same problem and have absolutely no solutions. We end up giving the inmate another inhaler with a stern lecture. I have no idea what can be done.
