Help with choosing software

Hi,
I work for a 24 residental school, (think stepdown Texas Youth commission), and we have a chance to pitch paperless.(or we are going to have to handtype EVERYTHING.
Is there one that is for penal/24school type use?
We especially need something that has standing orders as we are without Dr except one day a week.
Thanks in advance for any help anyone can give.
