In the research report, "Ethical international recruitment of health professionals: Will codes of practice protect developing country health systems?", the use of codes of practice and similar instruments as a means of managing the migration of health professions from developing countries where staff are in short supply is explored.

Ethics are nice, but nurses are going to go to the place with the best working conditions and salaries.
