Seasonal Contract - Tampa

I recently interviewed and was approved for a contract position at a Tampa hospital. That was 2 weeks ago. Since then I have not been able to get definitive info on when to start or what to do next. I have been told that we are waiting on the hospital to finish up the red tape. Is this normal or am being blown off? I have never had an experience like this. I want to travel and don't feel like waiting around when I can be moving on. But I don't want to pass up this opportunity.
