California grads get cleared for the IPN and to take NCLEX before the Board receives their final transcripts from nursing school
, provided that they are on the list to graduate. This is why you hear of all the California graduates waiting weeks to find out results (and why California doesn't participate in quick results). They will not release NCLEX results until they have their final transcripts, and that all depends on when the schools
send them out.
Out-of-state graduates must have their file completed with the Board (including the final transcripts from nursing school) before receiving the IPN and the ATT. That's why once they have the ATT and take NCLEX, the Board will release results to the out-of-state grads within a few days. They don't have to wait on the final transcripts - they already have them on file.
Hope this helps make things a bit clearer. In a nutshell, California grads wait forever for their results and out-of-state grads wait forever for the IPN and ATT. Waiting times probably all equal out in the end for everyone.
