Should I address my cover letter which is being submitted online with my resume to the HR director who will be initially receiving it, or to the unit's nurse manager to which I am seeking an interview? Thank you!

I have always addressed my cover letters with "Dear Sir or Madame:"....it tends to be the most appropriate.
