I am currently researching this issue from a nursing perspective. Has the ENA published a position paper or professional guideline on treatment of family members?

What exactly are you asking? Giving advice to your family in a casual atmospher? Taking care of a family member as part of your job in the ER?

I know in IL, you can't prescribe meds for family members or anyone that you don't have an official provider/pt relationship but that isn't ENA, but rather IDPH.

Caring for family members as part of your job in the ED. We are trying to develop an organizational policy on this issue that addresses not only physicians, but other clinical disciplines & I want to determine whether there are any existing professional guidelines.

Some state medical boards (like Texas) have policies on treating of friends and family members - start there, because whatever goes on in a facility will need to at least mirror whatever the state's position is.
