difficult inserting foley catheter in women with DS

I tried and tried to insert a foley today, I had no problem locating the meatus, but when I inserted the tube it would not advance straight, instead I could feel it above her pubic bone, so I put my hand on the pubic bone and the tube would either go to the side or buckle out?? ??? I tried tiltling her pelvic and that didn't work. I am unsure if individuals with down syndrome have anatomical abnormilities in regard to urinary tracts. I have done them before, but not on this individual.
Any suggestions?
