Research on med use-KOP vs nonKOP

I work at a prison that has a KOP program. We are considering eliminating the KOP program realizing there are pros and cons. I'd like to hear any opinions on KOP programs vs nurses administering all prescription meds. One thing I wonder is if inmates have to come to med pass to get their prescription strength ibuprofen they might decide they don't really need it afterall and buy OTC doses off commissary--in other words, has anyone who is aware of medication costs for your facility found it saves money to have no KOP program. Anyone aware of existing research on this topic?

I'm an H.S.A. at my facility I done away with the KOP and have KOPs issued at med line and forr the 2 month the pharmacy bill showed that we are saving money and less hurding of medications; also less non compliance issues.
